Iran Protests UN Secretariat’s Action Over “Reinstatement” of Terminated Resolutions

Kokcha News Agency: In a letter addressed to the UN Secretary-General and the Security Council, Iran’s Permanent Representative, Amir Saeid Iravani, expressed Iran’s firm opposition to the UN Secretariat’s recent action of notifying member states about the “reinstatement” of terminated resolutions related to the Islamic Republic of Iran.

Iravani emphasized that UN Security Council Resolution 2231, which endorsed the 2015 nuclear deal (JCPOA), does not grant the Secretary-General or the Secretariat any authority to determine, declare, or notify member states about the “reinstatement” of terminated resolutions. He pointed out that Resolution 2231 establishes a specific mechanism in its operational paragraphs 11 and 12, placing the matter exclusively within the jurisdiction of the Security Council.

The Iranian envoy highlighted that the Secretariat’s unilateral action constitutes an overreach of its authority and encroaches on the Security Council’s domain. He referenced the October 2020 precedent when similar claims by the United States regarding the “snapback” mechanism were met with deep divisions within the Security Council, preventing the Secretariat from taking any unilateral or administrative action.

Iravani criticized the Secretariat for issuing the notification despite clear and fundamental disagreements among Security Council members and the lack of consensus during the September 19, 2025, Security Council meeting. He argued that the Secretariat’s action effectively sided with the three European countries and the United States, violating Article 100 of the UN Charter, which mandates the Secretary-General and the Secretariat to maintain the highest standards of independence and impartiality.

The Iranian representative warned that the Secretariat’s partiality in this matter undermines its credibility as a neutral international civil service and erodes the trust of member states. He further stated that such behavior sets a dangerous precedent for the politicization of the Secretariat’s role.

The Islamic Republic of Iran categorically rejected the Secretariat’s action, declaring it null, void, and without any legal basis, and in clear violation of the UN Charter. Iran has called for the immediate rectification of this serious violation and demanded guarantees that the Secretariat will fully adhere to its obligations under Article 100 of the Charter and refrain from any further intervention in such matters.
