Turkey’s 2053 Transport Plan: A Geopolitical Shift in Eurasia

Kokcha News Agency: Turkey’s 2053 Transport and Logistics Master Plan, approved in 2023, is a strategic blueprint designed to not only modernize infrastructure but also fundamentally alter the geoeconomic balance in Eurasia.

The plan positions Turkey as a critical node in the so-called “Middle Corridor,” bypassing Russia and Iran, and aims to integrate the Caucasus and Central Asia into Turkey’s logistical network.

The plan envisions a significant increase in rail transport, with investments totaling $198 billion by 2053. Rail’s share of freight transport is expected to rise from 3% in 2019 to 22% by 2053, while passenger traffic is projected to surge from 19.5 million to 269 million.

The length of the railway network will more than double, from 13,000 km to nearly 29,000 km, including high-speed lines.

1. Middle Corridor:
   • Turkey aims to establish itself as a key transit hub in the Europe-Caucasus-Asia logistics chain, bypassing traditional routes through Russia and Iran.
2. Zangezur Corridor:
   • The Zangezur Corridor, linking Turkey to Azerbaijan via Nakhchivan, is a central element of the plan. It is seen as a geopolitical tool to limit Russian and Iranian influence in the South Caucasus.
3. Infrastructure Investments:
   • Major projects include the Kars-Dilok railway, the Nusaybin-Cizre-Silopi-Habur line, and the modernization of the Erzurum-Kars railway.
4. Global Gateway Initiative:
   • Armenia is being integrated into the EU’s Global Gateway initiative, which seeks to create alternative routes to China’s Belt and Road, further isolating Russia and Iran.

Geopolitical Implications:

The 2053 plan is not just an infrastructure project but a roadmap for Turkey’s transformation into a new type of Eurasian power. It challenges Russia’s dominance in the North-South Transport Corridor and threatens Iran’s role as a transit bridge between East and West. The plan also aims to strengthen Turkey’s influence over Turkic communities in Iran, potentially destabilizing Tehran’s internal cohesion.
