Netherlands Becomes First NATO Country to Support Ukraine Under New “Priority Needs List” Program
The Netherlands has become the first NATO country to support Ukraine under the alliance’s new "Priority Needs List" (PURL) program, pledging €500 million in military aid, including air defense equipment, ammunition, and other essential supplies.

Kokcha News Agency – The Netherlands has taken the lead in NATO’s newly established “Priority Needs List” (PURL) program by committing €500 million in military aid to Ukraine. The Dutch Ministry of Defense announced that the support package includes air defense systems, ammunition, and other critical supplies tailored to Ukraine’s immediate needs.
NATO’s PURL Initiative:
The PURL initiative aims to provide more coordinated and long-term military assistance to Ukraine. Under this program, two support packages are expected to be delivered to Ukraine this month, with additional equipment shipments planned every two to three weeks. The Dutch Ministry emphasized that “the rapid delivery of equipment will strengthen Ukraine’s position at the negotiating table in the future.”
Dutch Prime Minister’s Statement:
Acting Dutch Prime Minister Dick Schoof shared on social media that he had spoken with Ukrainian President Volodymyr Zelenskyy, who expressed gratitude for the €500 million military aid package. Schoof noted that the Netherlands is the first country to implement agreements between NATO and the U.S. regarding the purchase of American air defense weapons for Ukraine.
NATO Secretary General’s Response:
NATO Secretary General Mark Rutte welcomed the Netherlands’ announcement, stating, “I thank the allies for providing Ukraine with the equipment it urgently needs to defend itself against Russian aggression.” Rutte also hinted at expecting “significant announcements” from other NATO member countries soon.
U.S. Involvement:
During a press conference at the White House on July 14, U.S. President Donald Trump announced that the U.S. had reached an agreement with NATO allies to supply weapons to Ukraine. Trump stated that the U.S. would produce the weapons, while NATO allies would cover the costs. Rutte, who attended the meeting, emphasized the importance of the U.S. decision, saying, “We will work with European states to prepare military aid containers for Ukraine.”
