Expert on Israeli Affairs: U.S. President’s 21-Point Plan is Vague / Scenarios for Trump-Netanyahu Meeting
An expert on Israeli affairs has described the U.S. President’s 21-point plan for Gaza as ambiguous, stating that without a clear, written document delivered to Hamas, it cannot be considered a comprehensive American proposal.

Kokcha News Agency: Mamoun Abu Amer, an expert on Israeli affairs, commented on the U.S. President’s 21-point plan for Gaza, stating that the proposal remains unclear and lacks a concrete, written document that has been formally presented to Hamas.
Abu Amer emphasized that past experiences with the U.S. government, characterized by sudden shifts in positions and retreats, necessitate caution before accepting any new plan.
He noted that no written plan has been presented to Hamas so far, and it appears that the U.S. President is waiting for Israeli Prime Minister Benjamin Netanyahu’s input before finalizing any proposal. This makes the outcome of their scheduled meeting on Tuesday crucial.
Abu Amer outlined several possible scenarios for the meeting’s outcome:
- Scenario One: Netanyahu could persuade Trump to cancel the U.S. plan, and Washington could then blame Hamas for the failure.
- Scenario Two: Israel might accept some general principles, but subsequent negotiations could face obstacles due to U.S. support for Israel’s position.
- Scenario Three: Trump could be genuinely convinced of the need for a ceasefire, driven by positive signals from recent statements by U.S. and Israeli officials.
The analyst added that Trump’s recent rejection of annexing the West Bank following Netanyahu’s speech at the United Nations might indicate a desire for a more independent U.S. stance. However, Trump’s unpredictable behavior and frequent reversals from previous positions make it difficult to trust his promises without practical testing.
Abu Amer stated that Tuesday will be a pivotal moment: either Trump will follow through on his promises and pressure Netanyahu, or he will succumb to Netanyahu’s pressure, thereby clarifying the true nature of the U.S. position.

- Prisoner Release: All prisoners to be released within the first 48 hours of the ceasefire.
- Permanent Ceasefire: Gradual withdrawal of Israeli forces from Gaza.
- Palestinian Prisoners: Release of approximately 250 Palestinian prisoners sentenced to life imprisonment and 2,000 detainees arrested since October 7, 2023.
- Governance Mechanism: Formation of a governance structure in Gaza without Hamas, consisting of an international-Arab committee, a representative from the Palestinian Authority, and a technocratic government of independent Palestinians.
- Security Force: Creation of a joint security force comprising Palestinians and Arab-Muslim troops.
- Funding: Financial support from Arab and Islamic countries for Gaza’s reconstruction and development.
- Disarmament: Process of disarming Hamas and destroying tunnels and heavy weapons.
