Trump specified the proposed tariffs would be secondary, penalizing countries or companies doing business with Russia, to further isolate Russia from the global economy.
He reaffirmed his commitment to supporting Ukraine, pledging billions in U.S. military equipment to defend its sovereignty and counter Russian aggression.
Mark Rutte emphasized NATO and European partners are accelerating arms deliveries to Ukraine and that speed is critical.
Trump also announced the U.S. will supply Ukraine with Patriot air defense systems to protect against Russian missile strikes.
