Parwan and Kapisa Provinces See Arrests and Increased Taliban Activity During Internet Outage
During the 48-hour internet outage, there were reported arrests in the Jabal Saraj, Tatamdara, Sayed Khel, and Bagram areas of Parwan province.

Early Wednesday morning around 4 AM, several helicopters flew from the north towards Bagram.
- In Parwan, Kapisa, and Panjshir, money was distributed, especially to mullahs of mosques, to promote the “benefits of the Taliban’s deal with America.” The results of this propaganda will be evident in Friday prayer sermons.
- People in Parwan, Kapisa, and the Salang areas are ready for any movement against the Taliban. During this period, the Taliban’s main focus was on Salang, Baghlan, Parwan, the vicinity of Bagram Airfield, and Kabul.
- After the internet outage, 18 people from Parwan and 12 people from Kapisa went to Kabul, to the Taliban’s Ministry of Vice and Virtue. Mullah Kala-Kof from Jabal Saraj and the nephew of Maulvi Mohammad Shah Khan, and the brother of Qazi Aman Shahid from Kapisa, are at the head of these individuals.
- During the internet outage, some in Parwan believed that the Taliban had fallen.
- The Taliban’s intelligence directorate in Parwan has hired a large number of beggars. These street beggars regularly collect information and are in contact with the intelligence directorate. Some of these beggar informants have been identified.
- General discontent is increasing. The resentment and anger of the people after the internet outage is greater among the non-Taliban ethnic groups in the central and provincial areas than in the Taliban-controlled areas.
